You are only going to get out of any circuit what the circuit breaker
will allow in. The circuit breaker MUST be sized to the ampacity (amp
capacity) of the wire. In this case the wire to the
receptacle is presumably sized (one would hope) for 15 amperes. Hence
the breaker is a 15 amp. It is possible to have a 15 amp style breaker
on a 20 or 30 amp circuit. If the wire and breaker are
30 amp then hubby is right. If not, you got 'im!
Note also that for every 100' of wiring, the size must be increased by
1, (two numbers lower on the AWG stamped on the wire) just to maintain
the SAME ampacity. This is to control voltage drop in
the circuit. I tend to suspect that in your case, since you are
connected to an outbuilding. These "only a light bulb" circuits tend to
be under powered.
