You have a real can of worms there.  I'm not sure
where you are located so I'm not aware of which DMV
you are dealing with.  

Obviously you need to settle the issues and give your
DMV what they want.  If you aren't in Tx you might
want to call their DMV and explain your problem and
see what they say the solution is if you can't get a
hold of the original seller.  

I assume the title was not a joint title with
survivorship wording.  I know I sold a home for a
relative who had a title like that and all we needed
was the signature of the surviving spouse and a copy
of the death certificate with a seal.  

You probably need that bill of sale to determine sales
taxes and the fact that you registered the trailer in
a timely fashion.  Check with your DMV to be sure that
the bill of sale doesn't need to be notarized.  I know
in Missouri it must be, although only the purchaser's
signature requires notarization.  In Missouri you pay
a penalty if you don't register within 30 days of the
bill of sale.  Hope you don't have that issue to deal
with.
