I went through this about 2 years ago in Houston on a boat purchase, seller
said title in Bank Box & would deleiver in one week then disapeared.
The DMV has a procedure to transfer title under these conditions & you need
to get exact details from them, but breifly you mail a certified letter to
seller asking for title & keep several copys of same for yourself, if the
certified letter is returned to you then you send it unopened with a
notorized statement of your problem to DMV & they will issue title, Takes
several months. If the letter is deleivered  & there is no responce or help
with the title from the seller as a result of your demand, then you have
recourse in small claims court for triple damages under the Texas Deceptive
Trade Act.
Good luck, its a mess to deal with these problems.
