Jim,
I think the intent of the author of the article may
have been that the application of the trailer brakes
alone assuming the vehicle is not in a braking mode
would cause the chains to pull taught thus lifting the
fallen trailer higher off the road than if the chains
were in their normal slack position.  I think this
article is posted somewhere.  I'll try to post the
link.
