Harvey,
     Due to the way the diesel works, without the exhaust brake, you are
"freewheeling" when you take your foot off the accelerator, and do not
experience the engine working to slow the vehicle down as you do with a gas
engine.  The exhaust brake serves to block the air flow, so that you can use
the engine to help you slow down, just as with a gasoline engine.  The
advantage is that you can turn it off and on.  I use the exhaust brake in
hilly terrain, and again when I am pulling in traffic, as on an interstate
passing through a metropolitan area.
