Jack,

After reading Don's posting I went back and re-read your initial 
posts and noticed you said the TV had a two prong plug.  Most 
appliances today with two prong plugs are "polarized", that is, one 
blade is larger than the other, so that it can only be plugged into 
the recepticle one way. This is to insure that the internal chassis 
is always connected to the "neutral" line to prevent the chassis from 
being "hot" with 115 AC. If your TV has a polarized plug, having 
leakage via the cable shield may indicate that your AC power has a 
mis-wire somewhere, either in the Airstream or in the AC source and 
the wide blade on the TV is actually connected to the "hot" lead. If 
you have one of those three light polarity testers (less than 4 bux 
at Home Depot) you might want to check out the recepticle where the 
TV was plugged in.
