Yes, but it's the startup that will ultimately do the damage.  This from 
someone on the newsgroup.....

the cable he may not trip a 20 amp circuit, but he may be destroying his a/c
unit's motor.  The better the power cord the less this will be noticed.  To
me the cost of having a 30 amp run compared to the cost of a new A/C is well
worth the 30 amp installation.>>

Now, you can do what you like. It's your trailer...... but I think you should 
not run the a/c when you aren't on 30 amps. You could be hitting 20-25 amps 
just to start it.  I bet you can hear a power drop after a second which is 
when it drops down to 13.5.  

I paid $50.00 to an electrician at friend's house to put in 30 amp service 
because I refuse to tax my a/c like that.  $50.00 is a lot cheaper than a new 
a/c.

But, like I said... it's your trailer.
