Jack,

Is the A/S wired with two conductors and a ground?  A panel fuse doesn't
worry about the ground/neutral splitting the load.  Whereas, the hot is a
different issue and pops the breaker.  The GFI won't tolerate a difference
in current between the
hot and neutral and pops the GFI!
