Is the suspension extended all the way down as far as it can go. You may 
even have to jack up the other side of the trailer to get the suspension 
down far enough, so as to miss the frame and slide the shock on.

I must confess to not being familiar with your suspension type. Do you 
have the straight axle with leaf springs of the type with a rubber 
mounted axle drag link (axle pivots from the front of the trailer up to 
the rear.)
