Years ago I had a deteriorated blue stripe on one from the '70's. I
completely removed the vinyl stripe material, _carefully_ masked the holder
extrusion, and painted the center part of it (where the vinyl had been)
with a bright blue paint spray can from Walmart's. It looked great. Really. 

Sounds like he tried to paint the vinyl. Don't know how that might work
out. Probably doesn't stick well.
