[A/S] Sputtering H20 heater

My 1966 Safari has a Bowen H20 heater that really produces good and 
plentiful hot water BUT

When the burner is on, it is not smooth.  It sputters and makes a lot of 
noise.  I suspect that this is not proper or efficient.

Anybody have experience on a fix for such a sputtering burner?
