Pressure in a propane tank varies with ambient temperature, not with the
level of liquid in the tank. Most level guages use an internal float and
linkage to actuate a dial. The pressure only begins to drop off when the
tank is empty.

There is a strip that you stick to the side of your propane tank(s) that
senses minute temperature changes. If you're drawing gas (water heater
or furnace running, etc.), you might be able to read it anytime, else
you pour some warm water over the strip/tank. I think that most RV
supply stores carry these things.

While on a recent trip, I noticed that when I came outside in the
morning and the temperature was right at freezing, the bottom of the
in-use tank would be frosty at the liquid level.
