Nope, RV converters are pretty stupid. They will output 12V whenever plugged in.
You are going to have to find the missing 12V at the second battery. Be sure to
check the ground side as well as the +12V side. Here is a quick test you might
try are:
a. Attach ground clip to questionable battery ground wire. Touch probe to good
battery +12V post. If you get a light the ground is good and the problem is on
the +12V side wiring.
