[A/S] Frozen battery - more

Since I've already proven my electrical "expertise" with the frozen battery,
I might as well go the whole way. . .
You all have convinced me I need to get new batteries (they are 6 years old,
so I don't feel too bad). But, before I do:  With the converter receiving
shore power, shouldn't there be 12 volts at the battery terminals?  Using a
test light, the cables to the frozen battery are dead.  Or is the converter
somehow able to recognize a dead battery, and not send any charge to it?
(Now I really feel stupid!)
