Gary,
Sorry it took so long to reply...been away.
The $20.00 is for the new valve and new certification stamp both.  
That is the only charge.  He does not require a fill-up, but the 
tanks are empty after the change, so I will.  Don't remember the 
price of a fill-up...think my 20# for the grill was about $4.50 last 
time, but I don't remember for sure.
Alos, he doesn't have NEW tanks anymore, just reconditioned.  So, I 
guess I'll just get the valves changed on mine and keep them.
