Here's what they said:

"Thank you for your interest in Reese Products. It is perfectly safe 
to use both the Dual Cam Sway Control (DCSC) and the Friction Sway 
Control (FSC) together. I would recommend using the DCSC as a primary 
sway control for any trailer with at least 550 lbs of tongue weight. I 
would then suggest the use of the FSC as a secondary sway control on 
trailers above 27' in length. The FSC helps to provide the extra 
stability needed for the longer trailers."
