I wonder if those rules could actually apply to one type of trailer, but
not another. I personally have never (yet) seen a horse trailer with
weight-equalizing type hitch or sway control.In Iowa, are horse trailers
illegal? ;-)

In the mid-'70's, Airstream offered an option that had a switch mounted on
the trailer frame. This switch sensed trailer sway and briefly applied one
side of the brakes to correct for it. I wonder how well it worked out -
never had it myself.
