I have not been following the thread, and I am sure that you have tried
this, but are you sure that the inlet connections to the heater are air
tight? If there is a slight air leak on the intake the air may be being
introduced with the expansion and contraction of the fluid in the tank. On
what is essentially a vacuum line (when the system is inactive), air can
come into the system without water leaking out.
