Jerry has the straight scoop.  The solubility of air (gas) in water is very
temperature dependent (and very well understood and documented.)  On all kinds
of fluid systems, "off-gassing" occurs where fluids are heated , and those gases
(air in your case) collect at the nearest high point in the system (top of your
water heater.)  This occurs in home systems also, where a well and bladderless
pressure tank are used. I have also heard (unconfirmed) that some areas have
well water with a high naturally-occurring gas content that manifests itself in
this same manner.  Some people "burp" their water heater periodically by lifting
the try-lever on the relief valve, just to get rid of any gas accumulation.

You say the problem is associated with boondocking.  I assume that means when
you are *not* boondocking, you are hooked up to a well or municipal system?  If
so, that tends to confirm the source of the problem.  That being the case, I
agree that both of Jerry's suggestions will help reduce the rate of gas
accumulation and make the problem less noticeable, although it will probably not
go away completely.
