I suspect it is a glorified patch to someone's working on the trap under
the shower or sink.  It was much easier to access through the belly pan
rather than remove the whole bathroom.

p.s..  probably looks a lot like the spray painted silver tupperware I
found under my '65 used to do modifications while adding a gray water
tank. .  One sure way to find out.....good luck
