For rubber backing on rugs you can get that stuff that is used for making
plaster-of-paris molds in craft stores.  It is a liquid rubber that comes in a
can like paint.  You paint it on with a paint brush and when it is dry, it is
like rubber.  You can put it on as thick as you like.  The only trouble is it
will peal off if your throw rugs are small enough to put in the washig machine --
use cold water!    It lasts for quite a long time and if it eventually comes off,
you can just paint on another coat.  Some people who make the latch-hook rugs put
it on the backs of their rugs to help hold the loops in place.
