I think that highest in the "important" priorities would be to get the 
weight off the tires so they spin freely.  Then I would give them regular 
maintenance with Armoral to keep them conditioned and prevent rot.  UV rays 
are damaging to everything.  A tire cover won't hurt unless it becomes a 
cover for neglect.
