Bob,
     I work in thje HVAC buisiness, though I haven't had much to do with the
smaller rooftop units, Somtimes it is a simple problem like a good cleaning
of the condenser coil and evaporator coil. Other times in an effort to cool
a place down quickly folks will turn the thermostat to the "coldest"
 setting, in high humidity conditions this tends to ice up the inside
"evaporator" coil thus shutting off the air flow, voila! no cooling.
    From what I have seen of your posts you don't seem to be afraid to get
into things , you might just take the shroud off (not running & power off)
abd take a look at the outdoor coil, usually they are designed in such a way
that the air bows out from the inside, so they look nice and cleean from the
outside while the backside is clogged with cottonwood, milkweed seed. ect.
and that really cramps an ACs' style, just think about how a car with a
clogged radiator functions in the heat. I can't tell you how many people
hace asked me to recharge their AC when all it needed was a thourough
cleaning. James
