Cant the rotted part be filled from the outside with Plastic Wood or something similar?  Check boat 
chandleries for a rotten wood goo that makes rotten wood whole again.  I forget the name, and have never 
used it but it is usually in chandleries.  If you cannot find it check out "Wooden Boat" in your local library for 
an ad for the stuff.
