Doug:
The mounts are supposed to screw into the edge of the floor. Most of the
time, that doesn't happen, probably because the floor is rotted along the
edge there. Try angling the lag screws a bit to see whether you can hit some
wood.  When I get around to it, on my own, I plan to get in from the bottom
and to add a piece of wood screwed up to the floor as a backing. I hope that
someone has a better idea!
