Usually the gear ratio is changed by exchanging the entire axle for one having 
the desired gear ratio. They are obtained from pre-owned parts suppliers 
("junkyards"). Installing replacement gears usually means buying new gears, 
disassembling the old axle, and then setting the new gears up in the old axle. 
Not a job for the amateur, and expensive as you found.
