No, it isn't a splitter (it looks like one though, doesn't it.) What it 
is,  is a special sort of combiner device designed to allow the 
over-the-air signals other than channel 3 to be mixed with the channel 3 
output of the satellite dish with no re-radiation of the channel 3 
signal from the satellite box. It has special tuned bandpass filters to 
combine the two signals with no interaction.

This is a proper installation, and nothing at all out of the ordinary. 
It looks like your installer did a nice job.

The "F" connector is the threaded coaxial connector screwed into the 
television set's rear. I was wanting you to completely disconnect the 
set from any connection to the screw on antenna terminal at the rear. I 
wanted to see if the noise could be heard/seen with no connection to the 
television set at all, just the power cord.

Which hand made the noise go away? The television coaxial cable or the 
power cord? Or did you need both? And when you did this to get the noise 
to disappear, was the over-the-air antenna connected too? If not try it 
again with everything connected normally (satellite and outside 
antenna)and let me know what happens.
