Bill,
  A friend of mine went through the title thing here in TX. She eventually got a good 
title. took some time though. She knew whose name title was in ,but it was lost. Major 
kink was making there were no liens against it. She had to file some kind of insurance 
bond to get it done. I don't know where you are located, but I think you have to work 
through your regional DOT office.
