Sounds like the shift lock is not receiving signal.

When you step on the break pedal, it should receive
signal to release, allowing the shift lever to be
moved.

If you don't get an answer by Thurs. write me off
line.  I will check the factory service manual and can
give you wiring color codes and hot/cold
configurations.
