I once bought a Model A Ford from a state that did not
have a title.  Here in North Carolina I was required
to post a bond for three years.  At the end of that
time, I contacted DMV in Raleigh and found that they
had lost the paperwork.  The next morning, a very
apologetic clerk called me, said she hadn't slept
worrying about it, had called the previous owner in
Minnesota, and was granting me a title.
