It is interesting to note that the US Forest Service has a more liberal view
of waste water disposal, at least in some parks.  This past August we stayed
a week in the Lincoln National Forest (southern NM).  When we made
reservations prior to going, we asked about dumping tanks as we knew there
were no pad site hookups (yes, we boondocked).  There was a central dump
station, but moving from the campsite pad to the dump station routinely
would have been a drag.  We knew that we could go the week on the black tank
with no problems but we thought we would have to use the blue tank to empty
the waste water tank and then take it down to the central dump station (&
pay $5 for the privilege, no less).  Much to our surprise, we were told that
there was no problem with waste water, just let out onto the ground away
from walkways and pavement.  After we arrived, I asked the park ranger and
the campground host the same question and again, the same story, dump it on
the ground.  To reinforce this, after I initially hooked up my sewer
solution so as to be able to empty the gray tank periodically, the park host
came by and asked if I could move it a bit further from the pavement area.
At this campground there were no nearby streams or bodies of water, so that
may have been part of the reason.  Felt kind of strange dumping waste water
on the ground as here in TX, State Parks strictly prohibit such practices.
