You can get it at larger trailer supply storres. 
Aubrey's (rv) part number 19-1075.

IT (which pligs into the umbilical cord) is a blinker
relay.  It draws the power from the trailer battery,
(from the charge line in your plug) and runs it back
through the appropriate lines.  Running lights stay on
and the turn signals, flash.  Draws juice from your
trailer battery.
