If you are towing with a vehicle with an open bed you could use a
small generator to power the lights from inside the bed.  I did
something similar many years ago, when I was a marine deputy.  We had
the tow vehicles emergency lights all a-blinking and ran a generator
inside the towed patrol boat to charge the batteries and run the
emergency lights on it.  It worked quite well!
