Hi Lee,

My inclination is to say yes.... it would tow it.  The Dodge van comes with a 
tow rating, and you can find the weight of the trailer..... that'll give you 
a better idea.

A 3/4 ton van in that Dodge would be a 250.  

I wouldn't look at anything that wasn't a V8. The 5.9 is.
