Hard to say for sure... but some of the anti-sway hitches work a whole 
lot better than others do.

And as you mentioned, we don't know what the weight distribution was on 
the two trailer axles, and whether this was even close to balanced, nor 
whether the tow vehicle was front-end light due to hitch adjustment or 
hitch height errors.

Still... I am curious as to what the actual tow vehicle and hitch were.

And as I have mentioned before in other posts... someday someone is 
going to manufacture a good proportional brake controller with a remote 
mountable panic switch or control bar.
