Congrats and welcome to Airstream.  I would not tow it
without brakes.  Besides the safety issue, I don't
know about PA but in NJ if it weighs over 2000 lbs you
need brakes to be legal.  Also, if you did have an
accident and survived the lawyers would have a field
day, and your insurance company would claim they never
heard of you.  Good luck with your project!
