OK, yes it's loaded. After all it is half of a garage door spring.
However, if you follow that part of the directions and wind it with the 
rafter arm mounted in the head it gives you more mechanical advantage 
and things much are easier to control. There is more need to keep the 
arm away from the side of the coach than to worry about the spring 
tension. To often folks try to wind the spring with just the head or 
with a short add on to the head fearing they might hit the coach using 
the rafter arm. As long as one person keeps the awning tube up and away 
from the coach there is plenty of room for another to wind the spring 
with the rafter arm in place.
