Funny, the first thing I checked when my compressor did not energize was to 
run a jumper across the thermostat posts according to my service manual.  
When nothing happened I then checked the voltage across the terminals and no 
voltage showed up.  I was thinking bad compressor or thermostat wiring was 
disconnected somewhere.  As I kept reading the manual it said that the 
transformer should show 115 VAC into and around 24 VDC out.  Only 9 V was 
feeding the thermostat circuit.  I thought this might be the cheap fix so I 
replaced it and that was the problem.  I still find it hard to believe that 
the resistance in the wiring had dwindled from 9 V to zero but all 
connections were checked after the shroud and cover were removed.
