You really don't want to do that- it could harm the capacitor. *If* all the
other components (i.e. fan and compressor) are good, the capacitor will not
have a charge- but there is always that first time.
The recommendations are to discharge them with a jumper with a resistor in
line, but I always just use my meter- it has enough resistance that it will
not hurt anything, and I am sure that it is fully discharged when it reads 0.
