Good point.

Note that the rivets are popping because they are being subjected to a load
greater than their strength.

If multiple rivets have sheared off, there is a good possibility that still
more will pop as the load will increase on the subsequent intact rivets.

Therefore, it is essential to eliminate (or minimize) the source(s) of the
excess stress, AND replace ALL the failed rivets AT THE SAME TIME in order
to have sufficient strength to prevent the problem from occuring again.
[This will distribute the stress over more rivets, thereby reducing the
stress on each individual rivet.]

Bottom line -- Replacing the rivets solves only the symptom portion of
the problem. The real problem is still waiting to be fixed.

-- AND -- in my humble opinion, it will only get worse until you find
the real problem.
