OK- as far as I know, the major legal requirement of safety chains is that they keep the tongue from hitting the ground in case of a decoupling. Most laws say nothing about crossing, but... crossing the chains and having them the correct length are virtually the only way to accomplish this requirement. -- Chris Bryant
