Bill:

         I don't see the argument either - your load on the tires wouldn't 
change, just the ability to take it.  As a guess: I suspect he means that 
if you've been using C-range tires from the git-go, then the wheels are 
probably rated for that load, and the D-range tires, if fully loaded, might 
split them.  I changed my C-range tires for D-range 5 years ago; wheels 
haven't split yet.
