Maybe the solution is to hold a couple of "International" designated
Regional rallies.  This way one could be held in the summer, another at
whatever time is optimum for the other hosting region.  As Jim's proposal is
to get the parent WBCCI out of the International Rally business and let a
Regional Rally become the International designated, I see no reason to limit
it to just one rally.  Also, since Jim is proposing that the new
International designated Regional Rally be limited to something between
400-600 trailers (still a lot if full hookups are the goal), the demand will
likely dictate more than one such rally.  I understand that many can't get
away other than during the summer, but on the other hand, many can and there
are many parts of the country where peak visiting time is NOT in dead of
summer.
