In short, Jim Franklin is proposing reducing the current regions down to 7.
The new regions would be the Northwest, Midwest, Northeast,Western, Southern
and Southeast cover US and Canada.

Then eliminate the International Rally as it stands today. Each region would
host the yearly Rally on a rotating basis. the rational stated is to control
the size of the rally, have rallies in desirable sites with full hookups,
hold the rally at the peak times of the year for the host region, etc.
