I have to agree with Andy.  In October, we drove I-10 east of I-57 (Hammond, 
LA) and in December we drove west of I-57 on I-10 These two trips covered all 
of I-10 in LA (part was east bound and part was west bound).  I didn't 
experience anything alarming about the road conditions.
