I've seen homemade rock flaps that are very similar..... They are attached to 
wooden blocks, I would guess treated 2x2s.  Then they are stuck into the 
sides of the hitch receiver (some have holes on the sides just like the back 
hole).....  they sure would be less to make yourself than 229.00.
