My '73 want me to step on the lever. Sometimes it drops 
down, and sometimes it gets stuck. And sometimes it drops 
down when I driving too. And sometimes it gets cross ways 
and gets stuck halfway and then I have to kick it. I suppose 
there are more sophisticated ways to treat it but...

You should crawl under there and see if it is 
rusted/corroded. You may need penetrating oil and light 
hammer taps.
