My '75 Sov requires the lever to be pushed down, but if there are others 
that require it to be lifted then you may have one like that, either 
way, the front edge of the step "should" just drop down allowing you to 
pull it into position.  If it doesn't drop then get a lever holder to 
help and gently "tease" the thing out.
