Hi Vorky,

The lever pushes down to the bottom of its slot allowing the step to 
drop down in front.  Take the front edge and tug the whole thing out 
until the rear drops into place.  Make sure both sides have caught in 
their respective grooves before putting any weight on it or it will 
surely jam.  The tread of the step is also a second step that "rolls" 
out and down by lifting on the back edge of the top "layer".  I never 
use it as I find the whole thing too frail to hold any real weight, but 
it is there if the slope of your site is extreme enough to need another 
step.

If pushing the release lever down does not start the step dropping, you 
will need an assistant to hold the lever while you tease the front edge 
down and out.
