I just had to add to your comment.  I made a nail biting trip from AZ. to 
TN. towing an empty '77 Excella 500 31' coach with a '92 Chevy K1500 Z71 4X4 
shortbed truck.  The 350 with 5 speed manual did a great job on the flats 
but the 3.42 rear end was a killer on the hills.  Not only that, I 
experienced the same thing you did with swaying every time an 18 wheeler 
passed me.

I bought a '01 Chevy 2500 HD extended cab shortbed with 8.1 and 3.73 rear 
end and used the same Reese weight distribution setup I had and the sway 
disappeared.  I attribute that to E rated tires and the longer wheelbase of 
the extended cab.
